VPS accounts from rockhoster.com and libertyvps.net are full-featured and low cost.
Their services are excellent and servers are almost 100% up and running.

Go to a few hosting review sites and read what people have said, there is a high chance that a host has written positive things about himself so you are looking for negative reviews because those will tell you the truth. My favorite is pretty obviously Regvps.com
linux vps. Support is super fast and they solve the problems you ask them to. My hosting is very quick.
